ICCC stands for integrated command and control centre, a city control room that joins traffic, CCTV, utilities and complaints. How ICCCs work in Indian cities.
Indian cities built ICCCs mainly under the Smart Cities Mission of the Ministry of Housing and Urban Affairs, usually through a city-level special purpose vehicle. The idea was to stop each department running its own screens and registers, and to give the commissioner one place to see how the city is working. Many ICCCs sit in the municipal corporation building with a video wall, operator desks and a meeting room for incident response.
Illustrative numbers only. At 7:10 pm a rain gauge in Ward 12 records 35 mm in the past hour, and the drain level sensor nearby has risen steadily for 40 minutes. Between 7:15 and 7:30 the ICCC receives three citizen complaints with photos from the same road. The operator raises one incident, assigns it to the ward engineer, sends a pump crew and alerts traffic police to divert vehicles. At 8:20 the crew posts a closing photo and the incident is closed with a time-stamped record. The value is not the video wall; it is that one incident had one owner.
| Room | Scope |
|---|---|
| ICCC | Many city departments on one platform |
| Police or traffic control room | Law and order, traffic and emergency calls |
| Department control room | One service, such as water supply or power |
| Flood or monsoon desk | Rain, drains, pumps and waterlogging complaints for the season |
For the monsoon in particular, a focused flood view helps. CityWatch, flood control room software for cities, puts rain gauges, drain channels, pump sets, citizen complaints and crews on one live map so an alert goes out while there is still time. Our guide to the urban flood early warning system describes the signals involved.

ICCC stands for integrated command and control centre. In Indian smart cities it is the control room that combines traffic, CCTV, utilities, waste, emergency and complaint data on one platform for city officials.
An ICCC is usually owned by the municipal corporation or the city's smart city company, with operators on shifts and officers from police, traffic, water and other departments working from it as needed.
A police control room handles emergency calls, law and order and traffic. An ICCC is broader: it brings several civic services together, though many ICCCs also host police and traffic feeds.
