What is ANPR at a plant gate?

Automatic number plate recognition: cameras read the vehicle number at entry and exit, so the gate does not type it.

Do I need both ANPR and RFID?

Not always. ANPR works for any vehicle; RFID tags suit regular or own-fleet vehicles. Either gives exact gate timestamps.
