OVD (Officially Valid Document) meaning

OVD stands for Officially Valid Document, the identity and address proofs RBI accepts for KYC. See the list, how deemed OVDs work and the mistakes to avoid.

Which documents count as OVDs?

The RBI Master Direction on KYC lists six Officially Valid Documents:

  1. Passport
  2. Driving licence
  3. Proof of possession of Aadhaar number
  4. Voter's Identity Card issued by the Election Commission of India
  5. Job card issued by NREGA, signed by an officer of the State Government
  6. Letter issued by the National Population Register containing name and address details

Each one proves identity, and it also proves address when it carries the customer's current address. PAN is not on this list. For individuals, PAN or Form 60 is collected in addition to an OVD.

What happens if the OVD does not show the current address?

The Master Direction allows certain other documents to be treated as OVDs only for proof of address, such as a recent utility bill, a property or municipal tax receipt, a pension payment order, or a letter of accommodation from specified employers. These are a temporary bridge: the customer is expected to submit an OVD with the updated address within the period the Direction sets. Lenders should track that follow-up instead of closing the file and forgetting it.

How does OVD checking work on a real file?

Illustrative example. Applicant A sends a driving licence with her current address and a PAN card. Both identity and address are covered, so the file moves on. Applicant B sends a passport with his parents' address and an electricity bill in his own name at his rented flat. The passport proves identity, the bill is accepted as deemed proof of address, and a reminder is set to collect an updated OVD later.

What are the common OVD mistakes?

Can OVD checks be automated?

Reading the document type, name, date of birth, address and expiry date is repetitive work. With digital KYC on WhatsApp, ID and address documents are structured on arrival, matched to the application and checked against the lender's own policy, and anything missing is asked for in the same chat. The manual vs automated KYC verification guide covers which checks still need a person, and the exceptions playbook covers mismatches.

The OVD list can be amended, so confirm the current version in the RBI Master Direction or with your compliance team.
