District officers get a risk ranking of schools that combines complaints, attendance, meals and data gaps, with a field route that starts with the school that needs it most; block officers use a walk-and-tap app with checklist, GPS pin, photo evidence and offline sync. Teachers take attendance by voice and parents of absent learners get an SMS. Data stays in India, the government owns it, faces are matched on site, learner IDs are tokenised and every access is logged.
For follow-up and verification, yes: visits are recorded with a GPS pin and photographs, reach the district the same day and issues are tracked to closure. It must work offline.
